2025 Issy-Les-Moulineaux – Digital obligations, European opportunities – What the eIDAS Regulation means for local authorities

European regulations are increasingly affecting the local authority level – with direct implications for administrative practice and digital infrastructure. Whether it’s the Single Digital Gateway, the AI Regulation, or eIDAS 2.0: local authorities are increasingly having to deal with complex legal frameworks that open up new possibilities but also bring new requirements.

This presentation focuses on the eIDAS Regulation with its provisions on digital signatures, seals, and identities, and in particular the new EUDI wallets. What specific actions does this require local authorities to take? What opportunities arise for digital interaction with citizens and businesses? And: Which aspects are particularly relevant for MCE members?

Together, we would like to examine whether a coordinated discussion of the topic—for example, within the framework of an MCE working group—is sensible and productive. The presentation provides the basis for this, highlights points of contact, and invites active participation.
