Funding the Digital Transition of Cities

Cities and local authorities have been driving digital transformation for years. Yet as technology evolves rapidly, the challenge is no longer only about adopting digital tools—it is about making them effective, accessible, and sustainable in everyday urban life.

The growing reliance on digital solutions is increasing pressure on cities to innovate while ensuring long-term impact. To do so, they need stronger financial support to test new solutions in real-life environments and to equip both citizens and public servants with the skills needed to use them effectively.

In this context, EU-funded projects are a vital opportunity. Beyond financial resources, they provide access to expertise, knowledge, and technical capacities that are often missing at the local level but are essential for lasting transformation.

However, accessing these funding opportunities remains a major challenge. The issue is not a lack of available funding, but rather a gap between the structure of many programmes and the practical needs of cities. Too often, funding schemes are heavily research-driven and insufficiently aligned with city-led implementation, creating barriers to access and limiting real-world impact.

Fund4Transition was created to bridge this gap.

Its mission is to reshape the way funding supports cities by making it more accessible, practical, and impact oriented. The initiative starts by leveraging existing consortia to attract funding opportunities, bringing together the association and selected members with the expertise needed to build strong proposals.

Its long-term ambition is to create a sustainable pipeline of EU-funded projects led by MCE members—projects designed to deliver tangible, measurable benefits for cities and accelerate their transition toward a smarter and more sustainable future.
