Upon the mandate of the General Assembly, the Executive Committee has the overall responsibility of managing the Association and specifically of defining the annual development plan and budget, revising them as needed, managing the growth and sustainability of the Association, and controlling and guaranteeing the correctness of the operational activities, in particular the financial management and results.

President

The President acts in the interest of the members and in compliance with the statute. He ensures the fulfillment of the Major Cities of Europe (MCE) mission, its financial sustainability, its successful development, the members’ satisfaction, and the growth of the memberships. The President coordinates and chairs the MCE Executive Committee. He legally represents MCE as does each member of the Executive Committee.

Working in collaboration with the President, the members of the Management  Team and of the Organising Committee (OC) and others as appropriate, to propose, evaluate and implement organisational initiatives that benefit MCE members and/or contribute to the well-being of the MCE organisation. Supporting the OC in developing and implementing the programmes of conference, of the workshops and of webinars

Operations Manager

Paolo Boscolo
Prato

Master degree in Electronics Engineering in 1986. After some experiences in the private sector, from 1992 to the end of 2025, he was IT Senior analyst at Prato City Council (Italy) and in the last 5 year he was appointed as IT director.

During the career at Prato City Council he was is charge for the management of the ICT infrastructure of the city and for the development of eGovernment services. Since 2017 he was in charge for the coordination of the Smart City Plan and for the implementation of the Digital Agenda of the City.
Along his career and, as representative of the city, he took part to many national panels steering the implementation of many important national digital infrastructures. Moreover, he contributed to the design and management of many EU funded projects.
As MCE Operations Manager he is charge of the management, planning and optimisation of the business processes of the organisation.

Treasurer

Stephan Klein

The Treasurer is responsible for the bookkeeping of the Association and for the management of the funds of the Association. He /she cooperates with the President in the definition of the proposal for the Development Plan and budget and prepares the annual accounts. He/she oversees the operations of the other bodies in order to verify that they respect the approved Development Plan and budget of the Association.

Martin Ferguson

Emeritus Research Fellow at the Society for Innovation Technology and Modernisation (Socitm) in the UK.

Following a diverse career in local government, Martin served as a national adviser on e‑government and spent 15 years leading Socitm’s policy and research programme, championing the use of digital cultures, processes, business models and technologies to improve outcomes for people, communities and places. His interests include the ethical and secure use of emerging technologies and data, service design and transformation, resilience and sustainability, collaboration and connectivity, and leadership, diversity and skills development.

A graduate of the Universities of Wales, Waterloo (Canada) and Birmingham, Martin’s local government experience spans planning, environment, housing, leisure and recreation, IT, policy and communications. He is a fellow of the Royal Geographical Society, a founder member of the Linked Organisation of Local Authority ICT Societies and a past President of Socitm.

Internationally, he has led e‑governance programmes for the British Council in Brazil and Central Asia. His academic roles have included associate lecturer for the University of Birmingham’s Public Service MBA in the UK and Hong Kong, senior lecturer for the Open University Business School, and external examiner for Henley Business School. He currently serves on industry advisory boards for the Universities of Hertfordshire and Kingston and is a Trustee for Rennie Grove Peace Hospice Care.

Alessandra de Seneen

Secretary General INSOR and Partner 4changing

Since 2018 Secretary General of the National Institute of Rural Sociology (INSOR) a non-profit association for the study and research of the Italian rural society and its evolution; she’s also a partner of a consulting company – 4changing – with particular focus on change management, digital transformation and green transition.
She collaborates with several Italian Universities and Rome Business School as a professor in management and business organization.
In 2020, together with colleagues working in research and in the agri-food sector, published a “guide” to help companies operating in the agri-food sector to create sustainable business model (*).
Previously she worked at Accenture as Executive Partner in the Information Management division and at IBM where she grew professionally until becoming Senior Executive in the Business Consulting Services division.
She’s a member of the Major Cities of Europe Organising Committee and of the Comitato Bioetico per la Veterinaria e l’Agroalimentare (CBV-A).

Jacqueline Hunt

Jacqueline is the Head of ICT at Cork County Council, where she leads the delivery of Digital and ICT services for Ireland’s second largest Local Authority. With a career spanning nearly three decades in public sector ICT, Jacqueline brings extensive expertise and vision to her role. Since joining Cork County Council in January 2017, she has been instrumental in advancing digital transformation within the organisation.

Jacqueline’s commitment to national collaboration is reflected in her active participation in several key initiatives, including the local government sector‘s Architecture & Standards Committee, contributing to the development of shared IT frameworks and standards, the Build to Share committee, which provides governance for Build to Share solutions; and Security working groups dedicated to strengthening digital resilience and protecting public sector infrastructure.

Jacqueline holds an MSc in Data Business and a BSc (Hons) in IT Management.
